, let's talk about energy efficiency. i know fluorescent lights and bulbs are a big issues right now. people are changing old-style fluorescent bulbs. what's the old one, the new one and the savings? >> the standard of the industry were t-12. this was a four-foot lamp. the 12 stands for and and it's about four or five times more efficient than the typical incandescent light bulb. in the energy to increase energy efficiency. they have a more efficient standard. it's a two footer. it's called the t-8. it's half an inch in diameter. these are bi-pin fluorescent fixtures. these are 10, 15% for efficient than the older t-12. all of the fixtures bought now have the t-8. >> i understand they're going to stop making t-12 bulbs. >> it is scheduled for extinction. >> along the same lines, the city of san francisco is considering an ordinance to require the conversion from the old 212 to t-8 efficiency fixtures or higher. >> there are discussions. many of the large owners have gone to retrofits because there is a very good payback on it. the only commercial buildings that haven't done that are

their portfolio to using renewable energy credits, so they have placed a proposal before the california puc for -- their agreement. parties are engaged in asking questions, testimony has been filed. the cupuc had scheduled hearings in december for the proposal, but those hearings on hold in order to allow parties to talk further and potentially arrive at a settlement. there really isn't active settlement discussion under way right now. we expect that may happen in january, and if you play out that process we think that maybe july or august of 2013 we will know what shape the program that pg&e has proposed has been authorized by the cupuc. pg&e would then as i understand it from their filings need to go through a solicitation process to hire a third party contractor to perform the program implementation and we're thinking it would probably be a tariffed and ready program by maybe around february of 2014. that's all very tentative at this point because as i say it sorts of makes assumptions how that process is going to go with the cupuc, but at this point they're anticipating s

through this group called "people for safe energy" in fresno and i was 17 and our first venture was to go to the power plant and protest the fact they wanted to have a nuclear power plant sitting next to an earthquake fault. in japan i think the conversation around nuclear power is shifting again and there are challenges to it and this is not new. this conversation has been around forever and that is pg&e and nuclear power and all of that and here we are in 2012 still having the conversation, so i mean i wouldn't under estimate again the type of opposition, however subtle or not, that this program is going to have to conwith. that's why it's critical how we accurately inform people in the city around the value of this program. >> thank you commissioner olague. president carter also wore a button down sweater when he made that statement. >> did he? >> it's important to note that ronald regan removed those solar panels from the white house. i am unclear on the agenda and on ours it doesn't mention any possible action item, but on the document for the public utilities commission it doe

big portion of the problem. thank you. host: what energy end of the year energy issues are we looking at here and which ones are likely to get punted down the road? guest: that's a good question. i'm not sure what energy issues -- i'm not aware of any -- host: tax issues? guest: tax issues for the fiscal cliff. but going down the road you definitely have some issues. there's the need for a new highway bill, they've had trouble tasking the highway legislation because no one is willing to increase the gas tax. and our gas taxes are the main ways we pay for new roads and bridges and that kind of thing. so i think that's a relatively short-term problem. and then over the long term, which i've talked about here before, is that given that we're going to need some rev now help solve our future fiscal burden, one of the most sensible places to raise revenue would be through a carbon tax or something similar because that can also help us reorient our energy priorities to cleaner, less damaging greenhouse gases type of energy. host: i want to note that you can go to the c-span fiscal cl

, most of the activity is very regionally based and most of the energy that comes into san francisco is piped in from other places so we have to look at everything from a regional perspective. in terms of what we're doing with our infrastructure, we look at many risks to our systems to improve their reliability, both gas and electric. while we talk about earthquakes quite a bit, we look more at ground movement in general, whether it be earthquake related, land slide related, but in terms of our reliability all those risks are looked at and there's on-going efforts to increase the reliability of both the electric system and the gas system throughout the san francisco area and through the northern and system part of our state. we have hundreds of millions of dollars of pipeline replacement happening which is a major risk in a major earthquake. most people are aware in loma prieta the pipeline held pretty well but we are trying to build in a better manner to withdraw earthquakes. on the electric side, things are pretty well proat the timed already. things shut themselves off. depending
